Disagree with answer. Cloud height reported in AGL. If terrain elevation is 1295 MSL, cloud height at 1800 AGL would be 3095 MSL

The applicable exams are: PAR RPA PAT PGT PHT
The explanation should read: This is a PIREP. All altitudes in a PIREP are reported as MSL.
